When I select an unregistered device icon on the network map and perform user registration, only some of the already registered users appear in the user selection screen. Why is that?

The user selection screen lists the users of the devices currently displayed on the network map.

If you want to register a user who does not appear in this list, please use the search button to look up the user information.
