The ARP packets transmitted for the purpose of "Active Terminal Detection" imposes the restriction of 10 [packets/sec] for both full scans and scans of already detected terminals, so it does not place a load on the network.
Even when used on a network with a 16 bit netmask, the only difference is that a full scan takes time proportional to the number of addresses, and there are no operational issues.
Additionally, verification scans for detected devices are performed at a timing ("Check Interval") independent from the full scan and require only the time proportional to the number of detected devices. Therefore, even if the monitored segment has a long netmask length, it does not affect operation.
