Why are devices with IP addresses outside the "Network" registered on the monitoring interface being detected?

The NetSkateKoban Sensor basically detects devices connected to the monitored broadcast segment regardless of the IP address they are using.
Specifically, devices using secondary IP addresses or IPv4 link‑local addresses (APIPA) are also detected regardless of the "Network" settings.
